Next Unsubscribe all your Workshop Mods. Do this for all of them. Once they are all deleted close steam, restart your PC. Any game that doesn't explicitly disable 'anonymous game server downloads' should be working now. If your game still doesn't work, see if you can get the game developer to enable this setting.
